    Regulatory sources annex

This site describes Turkish and Japanese regulatory frameworks as general context. Until now it asserted that those descriptions came from official sources without showing which. This annex is that list: the authority, the document, the access date, the statement it supports, and whether counsel has reviewed it yet.

    Issued by: United Armor Xperts A.Ş. · Effective: 2026-09-01 · Version 1.0

This reference page is published in English, which is the governing version. It records corporate, evidentiary and regulatory statements whose precision matters more than their reach, so it is not machine-translated. Native Turkish and Japanese versions are in preparation with counsel; where a translation is later published, the English text prevails in the event of any discrepancy.

Read this before relying on anything below

Every entry is published context. Each is primary-source issue-spotting assembled by UAX for a reader's orientation. None of it is legal advice, and each row is marked with its counsel-review status. Counsel review is not complete, and this page does not claim that counsel has been retained or instructed; while review remains incomplete, a reader should confirm any point that matters to a decision with their own qualified counsel in the relevant jurisdiction.

Each entry now gives the exact primary-source URL, accessed on the date shown. Government URLs are reorganised from time to time, so the publishing authority and document title are given alongside the link as a durable reference if a link later moves. These are outbound navigation links only; the site loads no external resource, and its content-security policy remains 'self' throughout (connect-src, script-src, img-src and the rest). Links open with no-referrer and noopener.

Ministry of Economy, Trade and Industry (METI), Japan Security Export Control System in Japan (FEFTA-based list and catch-all controls)
    meti.go.jp/policy/anpo/englishpage.html
2026-09-01 That Japan's list and catch-all export controls rest on FEFTA, administered by METI. The Economic Security Promotion Act is a separate statute and is not the basis of the catch-all regime. Counsel review pending
Japan External Trade Organization (JETRO) J-Bridge
    jetro.go.jp/en/j-bridge.html
2026-09-01 That J-Bridge is an open-innovation / collaboration matching platform operated by JETRO, and that it is not a METI programme and confers no status on a participant. Counsel review pending
Ministry of Finance, Japan FEFTA inward direct investment — laws and regulations
mof.go.jp — FEFTA inward direct investment
2026-09-01 That the reviewed regime concerns inward direct investment INTO Japan. It does not govern Japanese investment into Türkiye, and UAX claims no filing under it. It is not a substitute for outbound-investment analysis. Counsel review pending
Bank of Japan Foreign Exchange and Foreign Trade Act — reporting system (outbound direct investment, capital transactions, notification categories)
    boj.or.jp/about/services/tame/t_seido.htm
2026-09-01 The precise BOJ/FEFTA context for the Japan page's outbound-investment statement: most outbound direct investment is reported after the fact to the Minister of Finance through the Bank of Japan, and a limited set of sensitive categories requires prior notification. Counsel review pending

    mod.go.jp/atla/soubiseisakugijutu.html
2026-09-02 That the Three Principles and implementation guidelines were revised on 21 April 2026 and concern transfers of defence equipment and technology. The page is cited for current status, not as a claim that passive capital is approved or exempt. Counsel review pending
Ministry of National Defence (MSB), Republic of Türkiye Defence-industry security certification activities (Kuruluş İzni, TGB, ÜİB)
    msb.gov.tr — savunma-sanayii-guvenligi-kurulus-belgelendirme-faaliyetleri
2026-09-01 That facility and personnel security certification (Kİ, TGB, ÜİB, KGB) is conducted by MSB under Defence Industry Security Law No. 5202 — distinct from the programme and procurement functions of the Presidency of Defence Industries (SSB). Counsel review pending
Ministry of National Defence (MSB), Republic of Türkiye Technical-services FAQ (application paths and security-certification context)
    msb.gov.tr — teknik-hizmetlere-yonelik-sikca-sorulan-sorular

World Intellectual Property Organization (WIPO) PCT FAQs (international publication timing)
    wipo.int/en/web/pct-system/faqs/faqs
2026-09-01 That international publication generally occurs after the 18-month period, and that a filing and its publication are distinct events — supporting the IP-governance correction that a filing is not a publication. Counsel review pending
European Patent Office (EPO) Guidelines for Examination 2026 — publication timing
    epo.org/en/legal/guidelines-epc/2026/a_vi_1_1.html
2026-09-01 Publication-timing guidance relevant to the filing-versus-publication distinction used on the IP-governance page. Counsel review pending

    Corrections made in this revision

Assembling this annex forced four wording corrections, recorded here because a reader who saw the earlier text is entitled to know what changed:

    • Japan's catch-all export controls are described as resting on FEFTA. The earlier text paired FEFTA with the Economic Security Promotion Act in that role; ESPA is a separate statute and has been removed from the catch-all wording.
    • J-Bridge is described as a JETRO platform. The earlier text called it a METI platform and also described dual-use technology pathways as being monitored by ATLA — an arrangement for which no source exists. That description has been removed.
    • Facility security certification is attributed to the Ministry of National Defence under Law No. 5202, and programme and procurement authority to the Presidency of Defence Industries. The earlier text blurred the two.
    • No Japanese-side investment-review or clearance application is claimed. The earlier text described such applications as in progress; the Ministry of Finance regime cited concerns inward investment into Japan, and no such filing exists.
